| 62 It was ordered that the said weapons be destroyed in the usual manner, viz;- That they be taken on the Police Patrol Boat and thrown into deep water. Boxing Exhibition. Report. A report was received from the Marshal upon the subject of Boxing Exhibition, held at Germania Maennerchor Hall, October 24th., 1902, under the auspices of the Eureka Athletic Club. Said report was read and ordered filed, see Exhibit No.839. Record Books - Station-houses. A report was received from the Marshal, transmitting with his approval, recommendations as follows, from the Deputy Marshal : - Baltimore, Md., October 24th., 1902. Thomas F.Farnan, Marshal. Sir:- I beg, respectfully, to submit the following:- The record book now in use at the several station-houses could, in my judgment, be abolished, as it is simply a copy made from the blotter. At present all arrests made are entered on the blotter by the Lieutenant or the officer-in-charge and then copied into the record book by the Station-house Clerk. The only thing gained by the department by this copying, as far as I can see, is that the records will be displayed in better penmanship. If the Officer-in-charge of the Sta-tion-h use is summoned into Court in a Habeas Corpus case, the record book could not, or would not be accepted in Court. The blotter containing the original entry would be the book to be produced in Court. I therefore respectfully recommend that the book, known as the Record Book, be abolished, and our present blotter be enlarged, made of a letter quality of paper with a proper index, be substituted. The Lieutenant, or Officer-in-Charge to enter the cases in ink, excepting during the day when the Clerk could enter these cases in the absence of the Lieutenant while in the Magistrate's Room. I would further recommend that an accident book be kept which shall contain all accidents, sudden deaths, foundlings and fires with a proper indsx. At present accidents, fires, sudden deaths and foundlings are entered on the margin of the record book and are not indexed. It often happens after a lapse of time, that if a certain report of an accident, etc., is wanted, that it requires much time and labor to find it. In indexing I would suggest that the letter "A" should be placed after the injured person's name, denoting accident; "S" for sudden deaths; "Fg" for foundling and "F" for fires. Respectfully submitted, JAMES MANNINGS Deputy Marshal." |
