64 land, January Session 1902; the said payment of $9.00 per week to begin on this date. The vote upon the payment of pension to former officer John J.Berney, as mentioned above, was as follows:- President Upshur, Yea, Commissioner Morris, Yea. Commissioner Fbwler, Yea. (See papers filed as Exhibit No. 841. ) Charges Against Officers To Be Fully Investigated, Etc. The Board passed the following:- In order that intelligent testimony may be adduced before the Board in hearings of charges preferred against members of the force, by the officers thereof, it is ordered- That, hereafter, when a sergeant or other officer discovers any violation of the Rules and Regulations of the Department, any official misconduct or delinquency on the part of a member of the force, he shall be careful to question the offender in respect thereof, investigate the matter fully at the time of such discovery and obtain all information possible concerning itr That, the officer in charge of the Station-house shall when report is made to him by a sergeant or other officer of charges against a member, shall inquire immediately and closely as to the facts in the case.- That the Captain of the District to which the offending officer may be attached, shall interrogate the witnesses in such cases that he may furnish all necessary information in relation to the same. That the Captain of the respective district shall not make any suggestions or recommendations as to whether or not witnesses shall be summoned before the Board in cases of charges against a member, but that the prosecution or defense shall be given an opportunity of summoning such person as in the judgment of either are capable of giving testimony at the trial for their respective sides.
