c Vote: President Upshur, Yea, Commissioner Morris, Yea, Commissioner Fowler, Yea. Complaint of S.E.Nicholson. State Superintendent Anti-Saloon League. Charges. In the matter of complaint preferred by the Anti-Saloon League with reference to the action of Captain of Detectives Pumph-rey and Detective Harnmersla in testifying for the defense in case of violation of the liquor law, as referred to in the proceedings of September 22, 26, October 1, 3, 6, 13, 24, 27, 29, and 31,1902. Complaint as referring to the officers named, distinctly and separately, as suggested by the Board October 31,1902, were received from the said Anti-Saloon League. The Secretary was directed to transmit copies of the said com plaints to Captain of Detectives Pumphrey and Detective Harnmersla and ask these officers when they will be ready for trial upon the charges specified in the complaints referred to. (See Exhibit No. 848). Complaint. Gambling - 1511 Eastern Avenue. Unsigned communication was received alleging that 1511 Eastern avenue, said to be kept by one Samuel Klein, is conducted as a gambling place. It was ordered that the said communication be referred to the Marshal for his attention. Complaint - Concert Halls. Unsigned communication was received calling the attention of the Board fo Concert Halls, Eutaw & Lombard streets, Gay street near Lexington, Manhattan Hall, Baltimore street near- Exeter, Clark's Fayette near Eutaw street, and Paca & Camden streets, where the writer of said communication states female performers will be en-ployed to induce men to buy drinks, etc. It was ordered that the said communication be referred to the Marshal for his attention. 91
