•OGC 95 in front of Kinnear's Stables, Fayette street opposite Ford's Grand Opc^a House. I instructed Captain Fullem, Western District, to call upon Mr, Kinnear with a view of having the matter complained of remedied, and he now reports that the cause of complaint has been remedied to the entire satisfaction of .Mr. Ford. Very respectfully, THOMAS F. FARNAN, Marshal." School of Instructions. Communication, as follows, was received from the Marshal:- "Baltimore, November 6, 1902. To The Honorable, The Board of Police Commissioners. Gentlemen;- With a view of having the officers of this Department thoroughly familiarize themselves with the duties of a policeman, I would respectfully recommend that a shhool of instructions be established in each district with the Lieutenants of the district as instructors and the Round Sergeants and Squad Sergeants as their assistants. In the absence of the Lieutenant, on account of sickness or leave of absence, the Found Sergeant to take his place. Day Lieutenants to instruct Div. B. and C. Night Lieutenants to instruct Div. A. The classes not to consist of more than twenty-five men, and to devote not less than thirty minutes to each class once each week. Div. A., from 7.20 to 7.50 P.M. Div. B., from 6 to 6.30 P.M. Div. C. , from 11 to 11.30 A.M. The book of rules to be used and the men to be made thoroughly familiar with every rule and law contained therein. The Captain of each district to have general supervision over school of instructions. Lieutenant of Mounted Force, with the aid of a Sergeant whom the lieutenant may designate, to instruct the Mounted men. Lieutenants of the Police Patrol Boar "LANKAN", to instruct the men on the boat. Very respectfully, THOMAS F. FARNAN, Marshal." The recommendations, as contained in the Marshal's communication, as above, were approved and it was ordered that directions be issued accordingly. See Ekhibit No. 850. .Boxing Exhibitions. Upon the recommendation of the Marshal it was ordered that permit be granted to the Eutaw Athletic Club to hold Boxing Exhibition, Music Hall, November 12,1902; the charge for said permit to be ^50.00
