Baltimore. Wednesday. November 12.1902. Board met; present, Messrs. Upshur, Morris & Fowler. The minutes of the previous meeting. Monday November 10,1902, were read, approved and adopted. Trials. Officer William J.Poplar. Western District, was tried upon the following charge, found guilty thereof, and fined $10.00. Officer Poplar was also warned to be careful not to let his temper get the better of him in the future:- Charge:- "Not properly patroling his post and insubordination by using profane and vulgar language to his superior officer Sergeant John H.Clowe, on Saturday night, November 8, 1902." Officer Henry Fischer, Southwestern District, was tried upon the following charge, preferred by Dr. Pinkney L.Davis, Police Physician, viz:- OFFICIAL MISCONDUCT;-Specification;- "In that he was on the evening of November 6, 1902, under the influence of liquor and unfit for active duty, having been found in such condition at the time referred to by Police Physician Pinkney L.Davis, when he, Dr. Davis, called to see the said officer officially, in response to report from the said officer that he was sick."
