L10 by the vote as shown hereunder, dismissed him from the force. The vote upon the dismissal of Officer Fischer, as above, was as follows:- President Upshur,....Yea. Commissioner Morris,.Yea, Commissioner Fowler,.Yea. Report from the Police Physicians and Marshal, referred to above, filed as Exhibit No. 860. Complaint vs. Officer Robert T.Noel. Northern District. In Connection with Election November 4f1902. A report, as follows, was received from the Marshal upon the subject, as above:- November 13, 1902. To The Honorable, The Board of Police Commissioners. Gentlemen:- I beg, respectfully, to submit, herewith statements of witnesses with respect to certain irregularities alleged to have occurred at the 12th. Precinct, 13th. IVard, on Election-day, November 4th., 1902. In this connection I would recommend that Officer Robert T. Noel, Northern District, be cited before your Honorable Body upon charges, namely:- UNOFFICERLIKE CONDUCT:- 1st.....In having ordered Edward W.Dix away from the polls on the 12th. Precinct, 13th. Ward, on Election-day, November 4th.,1902, while he (Dix), was acting in the capacity of Challenger for the Democratic Party. 2nd.....By being asleep in a chair in the polling-room of the 12th. Precinct, 13th. Ward, on Election-day, November 4, 1902, while on active duty. Very respectfully, THOMAS F. FARNAN, Marshal." Consideration of the above matter was deferred. Complaint of S.E.Nicholson State Superintendent Anti-Saloon League. The Board set Friday, November 21,1902, for trials of Captain of Detectives Pumphrey and Detective Hammersla, upon charges preferred against them by the Anti-Saloon League, as referred to in the proceedings of October 31,1902. The Secretary was directed to notify all concerned.
