| Dismissal. In the case of Officer Charles A.Ruley, Eastern District, who was tried November 14,1902, upon the charge of having been thirty minutes late for School of Instructions, 6 P.M., November 12, 1902. Report was received from the Marshal as to the investigation ordered by the Board, as referred to in the proceedings of November 14. From the Marshal's report, which is filed in connection with this minute as Exhibit No. 867, taken together with the character of testimony adduced at the trial November 14,1902, the Board believed that Officer Ruley had been guilty of the serious offense of having made an untrue report of the cause of his delay to the officer in charge of the Eastern District Station-house, and followed it up by testifying falsely at the hearing of the charges against him. The Board therefore found Officer Ruley guilty of the charge as hereinbefore mentioned, and by the vote as given below, dismissed him from the force The vote upon the dismissal of Officer Charles A.Ruley from the force was as follows:- President Upshur........Yea, Commissioner Morris.....Yea, Commissioner Fowler.....Yea. Assignment of Magistrate. Additional Justice Neilson Poe, Jr., was assigned to sit at the Southern District Station-house from 8 A.M., to-day, un til relieved in the place of Justice William J.Robertson, absent on account of leave. Leave of Absence. Lieutenant Edward J.Carey. Upon the recommendation of the Marshal leave of absence was granted to Lieutenant Edward J.Carey, Police Patrol Boat, from November 25th., to December 6,1902, including Thanksgiving Day. |
