ndCP 121 Lap Robes. Upon the recommendation, verbal, of Lieutenant of Mounted Police, it was ordered that there be purchased for the use of the Department three (3), winter lap robes. The vote upon the purchase of lap robes, as above, was as follows:- President Upshur......Yea. Commissioner Morris,..Yea, Commissioner Fowler...Yea. Boxing Exhibitions. Recommendation made by the Marshal. A communication as follows was received from the Marshal:- "Baltimore, Ml., November 17, 1902. To The Honorable, The Board of Police Commissioners. Gentlemen;- In connection with Boxing Exhibitions which are given in this City from time to time, I would respectfully recommend that after Kovember 21st., 1902, no boxing exhibition shall consist of more than ten rounds, also to prohibit white and colored from sparring together in public, as it has a tendency to stir up race prejudice, which is not good for the public welfare. Very respectfu ly, THOMAS F. FARRAN, Marshal." In connection with the subject, as above, a letter as follows was received from the Rev. Junius Y.Millard, Pastor Flutaw Place Baptist Church:- "November 18,1902. Hon. George M.Upshur, President, Board of Police Commissioners, City. My dear sir:- You v/ill perhaps recall that some time this last winter I wrote to you entering my protest as a citizen of Baltimore against your Board granting any more permits for the brutalizing prize-fights that are rendering our city notorious among the cities of America. Seeing from the morning papers that you are seriously taking up the matter with your Board, I desire again to raise my voice against the granting of licenses in the future. These so-called boxing contests have been nothing else
