Round Sergeants. Recommendation of the Marshal As to Alternating of. Communication, as follows, was received from the Marshal: "Baltimore, Md., Nov. 18th., 1902. To The Honorable, The Board of Police Commissioners. Gentlemen:- I would respectfully recommend that the present system of alternating Round Sergeants from day to night duty and vice versa be abolished, and the former system as to the tour of duty of Round Sergeants be re-established, namely, a permanent day and night Round Sergeant. I have asked an expression of views from the various Captains, and with the exception of two, they favor a permanent day and night Round Sergeant, giving as a reason that more effective work can be accomplished. It frequently happens that a Round Sergeant while on night duty and working on a certain case, is required to drop it when the change day arrives and the case is turned over to the other Round Sergeant who, as a rule, in order to familiarize himself with the case, is required to go over all the ground that the other Round Sergeant has already traversed, thereby causing much delay in accomplishing the desired results. Very respectfully, THOMAS F. FARI'AN, Marshal." Consideration of the subject referred to by the Marshal was held over. Boxing Exhibition.
