Report was received from the Marshal upon the subject of escape of Clarence Harris from the custody of Officer James J. Bryan, November 22, 1902. The said report was ordered referred back to the Marshal for recommendation as to whether or not the said officer should be cited upon the charge of detiliction of duty with respect to said escape.
