cOGC The matter of penalty was held over. 167 Request for Permit To Sell Liquor at Ball Without Pay. Communication was received from George J.Woelfel requesting that permit, without pay, be granted to sell liquor at the Broadway Institute, on the occasion of a ball proposed to be given in the interest of charity. Said application for permit was denied on the grounds that the Board had no authority to grant the permit asked for. Remission of Fine Imposed by Justice Cliffordf_____ Northwestern District upon "in. B.Townsend. Communication as follows was received upon the subject of fine imposed by Justice William H.Clifford, Northwestern District, November 4,1902:- "Merchants Bank Building, Baltimore, Id. December 6th., 1902. Hon. George M.Upshur, President Board of Police Commissioners, Baltimore, Md. Dear Sir:- As suggested by you when I called at your office in regard to remitting the portion of the fine imposed upon Wm. B.Townsend, I herewith enclose you the copy of the docket entried. As I stated to you I called to see you at the request of Governor Smith, who has already remitted the State's portion of the fine. The young man is a student at the State Normal School, and he was arrested the night of the election while watching a bond fire, and was in no way connected with any disorder oi* disturbance. Dr. E. B. Prettyman, Principal of the Normal School, Mr. Hiram G.Dudley, and a number of other gentlemen have interested themselves in his behalf, and state that he is a young man of most excellent character, steady and studious, and quite poor. For this reason the Governor hopes the Board may be able to remit the portion of the fine which goes to the Police Fund, as the man is innocent, and in addition the payment of any portion of the fine is quite a burden to him. I may also add he was tried before a substitute Police Justice, and was summarily dealt with and without having the benefit of Qr. Prettyman*s advice or the presence of any of his friends. Yours very respectfully, S. K. DENNIS." Private Secretary." It was ordered by unanimous vote that half of said fine, $12.50, deposited with Police Department, be remitted to Mr. William B.Townsend.
