| nxK, 19g dence, trying the case and thoroughly weighing the testimony it was naturally in a better position to judge of the guilt or innocence of a party tried than the members of the Baltimore Preachers' Meeting, who heard nothing of it, except what perhaps has been stated to them by someone who was interested in the prose-tion of the alleged offender. The Board found that the character of the witnesses employed by the Anti-Saloon League in the Harford County cases was most unreliable and most disreputable, and it therefore could not blame Captain Pumphrey for saying so under oath on the witness stand in a case in which he was legally summoned to testify. The Board fully appreciates what the Preachers Meeting has been kind enough to suggest, that the Police Commissioners and the officers appointed by and serving under them should place themselves in favor of the prosecution of law-breakers, and that the Commissioners and police officers who do not do so are not fit persons for their office. The Board feels that in the particular alluded to it has always fully and conscientiously discharged its duty, and believes also that most of the officers under them have done the same, and most assuredly the Board will always endeavor to discharge its duty to the public in this respect at all times hereafter. The Board begs, however, to say that any ministers of the Gospel who uphold in public speech, by resolution or otherwise, men whose characters are utterly disreputable, whose lives have been blackened with all kinds of immorality and bad conduct; who have shown themselves to be guilty of doing anything for the sake of money, are not "fit persons" to preach the Gospel of Jesus Christ.
