| from the Marshal, and in accordance with the Marshal's recommen- dation, it was decided to take no further steps in the premises:- "Baltimore, Md., January 19th.,1903. To The Honorable, The Board of Police Commissioners. Gentlemen:- In connection with the attached complaint of Janes Higgins, 315 West Payette street, in which it is alleged that Sergeant William H. Buach, North-western District, used unbecoming language towards him at Lehman's Hall, on the night of Wednesday, January 7th., 1903, I beg, respectfully, to state that I had before me, and interviewed the following:- Wm. D. Woolsey, 718 W. Lexington st. Prank Gavin, 136 Welsh alley. James Higgins, 1340 Harford avenue. Sergt. Wm. H. Busch, N. W. District, Rd. Sergt. T. J. Hood, N. W. Distrct, Alfred Colbert, (c), 550 W. Preston street, Off. Edward M. Chambers, N.W.District, Fred'k Schneider, 2536 Francis street. After hearing the statements of the above witnesses I have reached the conclusion that there is nothing in the complaint which would warrant charges being preferred against Sergeant Busch and I would therefore respectfully recommend that the complaint be ignored. Very respectfully, THOMAS F. FARNAN, Marshal." See Exhibit No. 924. Detective - Request for Detail of To bring Father Forrest (demented), from Shreevesport, La. A communication was received, by way of telephone, through the Marshal, from Father Dyer, St. Mary's Seminary, asking that a detective be detailed to bring from Shreevesport, La., to Baltimore, Father Forrest, who wandered from Saint Agnes' Hospital while insane sometime ago; said communieation stating that all expenses would be paid by St. Mary's Seminary. It was ordered that the matter be referred to the Marshal with instructions to confer with the authorities of St. Mary's Seminary, and after said conference to act in the premises, as in his judgment may seem proper.
