| Assignment of Magistrates. Judge Charles W. Heuisler, Magistrate for Juvenile Causes, having notified the Board that he desired to be absent from his duties from 8 A. M., to-day, until 9 A. M., February 8,1903, Police Justice J. McKenny finite was assigned to sit in the Juvenile Court during the absence of Judge Heuisler as aforesaid. Justice William Reed was authorized to act as Police Justice for the Northern District from 8 A.M., to-day, until relieved, in the place of Justice J. McKenny White, assigned to sit at the Juvenile Court, as above mentioned. (Additional Justice Poe at the Southern District). The Secretary reported to the Board that in the early morning of February 5th., the Department had been notified by Justice Adolph Sauber, Northwestern District, that he was unable to attend to his duties at the said Station-house by reason of sickness, and that he, the Secretary, authorized Justice Jacob Rab to act as Police Justice for the Northwestern District from 8 A.M., February 5th., until relieved, in the place of Justice Sauber. (Additional Justice Poe at the Southern District). The action of the Secretary in the assignment, as above, was approved. Wm.H.Logue.Jr.. - - 951 N.Broadway. Communication from as to Bicycles on Improved streets. In the matter of communication from W. H. Logue,Jr., upon the subject of bicycles on improved streets, as referred to in the proceedings of February 4,1903. A report as follows was received from the Marshal, which was read, and ordered filed, see Exhibit No. 940. "February 5th.,1903. To The Honorable, The Board of Police Commissioners. Gentlemen:- Referring to the attached communication of Wm.H. Logtie, Jr., with respect to the use of bicycles by members of this department on improved streets, etc. etc. I am frank to say that in my judgment the use of bicycles by members of this department, either on improved streets, or in the public parks, is not conducive of much good. It has already been demonstrated that they are of little value in attempting to stop runaway teams, and on the other hand, if an officer on bicycle is in persuit of any one violating the law on a smooth |
