A.M., February 7, 1903. Officer William Knapp. Northwestern District, was tried ¦ upon the following charges, found guilty thereof and fined §20. CHARGES;-Failing to call in from patrol box at 4.10 A.M., February 7,1903, going off duty. Being in tool shop on Smallwood st., near Ridgewood avenue, at 4.25 A.M., February 7th., on other than police business, (asleep on post). Officer James E. Simmons, Western District, was tried upon the following charge, preferred by Captain John J. Fullem, found guilty thereof, and by the vote as shown hereunder, dismissed from the force:- CHARGE;-n Being in the saloon of Frederick DeBoys, 636 W.German street, on other than police business; also, being under the influence of liquor in said saloon, while on active duty at 1.45 A.M.,February 9,1903." The vote upon the dismissal of James E. Simmons, found guilty of charge as above, was as follows:- President Upshur.....Yea, Commissioner Fowler..Yea. Assignment of Magistrates. The Secretary reported to the Board that Justice Wm.J. Garland, Eastern District, notified the Department on Saturday, February 7,1903, that he desired to be absent from his duties from 3 to 5 P.M., February 7,1903; that he, the Secretary had authorized Justice Jacob Rab to act as Police Justice for the Eastern District from 3 P.M., February 7th.,1903, until relieved. (Additional Justice Poe at Southern.) The Secretary also reported to the Board that Justice Wm.J.Garland, Eastern District, had notified the Department on February 7th.,1903 that he desired to be absent from his duties on Monday February 9,1903; that he, the Secretary,had assigned Additional Justice Neilson Poe, Jr., to sit at the Eastern District Station-house from 9 A.M., February 9,1903, until relieved. The action of the Secretary in assigning Magistrates, as above, was approved.
