In the matter of alleged assault by officers of the Northeastern District upon William Pre3ton, colored, as referred to in the proceedings of February 2nd. and 4th.,1903, a report, as follows, was received from the Marshal, which was read and ordered filed, see Exhibit No. 947. "Baltimore, Md., February 6th.1903. To The Honorable, The Board of Police Commissioners. Gentlemen:- In submitting herewith additional statements of witnesses, in the case of William Preston (colored), now in Baltimore City Jail, (together with Preston's statement already in the hands of your Honorable Body), I beg, respectfully, to say that in my opinion, Preston was under the influence of liquor to such an extent at the time of his arrest that he is unable to give an accurate account of the affair at this time. It is therefore my judgment that Preston received his injuries by falling against some part of the patrol wagon on the inside, and that Officer Kahler is not responsible for his present unfortunate condition. Very respectfully, THOMAS F. FARNAN, Marshal." |
