2di) consideration of your Honorable Body, samples of shoulder straps, (regulation pattern), to be worn by Captains and Lieutenants, also wreaths for caps, designing the rank of Captain, Lieutenant, Round Sergeants and Sergeants. These shoulder straps and wreaths can be purchased at a price much less than these officers are required to pay for them at the present time, namely:- Shoulder Straps for Captains and Lieutenants, §1.00 per paid. Wreaths for Captains and Lieutenants, thirty-five cents each. V/reaths for Rd. Sergeants and Sergeants, twenty-five cents each. I would therefore - inasmuch as the Captains and Lieutenants are required to purchase their shoulder straps and the department furnishes the wreaths - recommend the adoption of the shoulder straps and wreaths, with the exception that the word "Captain"and "Lieut", be made of white, or silver, metal instead of the gold metal as they appear in the wreaths submitted herewith.
