The Board approved the recommendation of the Lieutenant of Mounted Police, as above. Recommendation filed as Exh. 979. Medical Survey on Officer William T. Ricktor. Western District. The Board took up report of the Police Physicians as to the medical survey held by them upon Officer William T. Ricktor, Western District, together with the report of Captain John J. Pul-lem, as to injuries alleged by Officer Ficktor to have been received by hin while arresting George Williams, October 11,1902 and Vincent Serio, January 26,1903. The Secretary was directed to refer these papers to the Police Physicians for their perusal with a request that they give their opinion as to whether or not the result of their medical survey upon Officer Ricktor could be brought about by the conditions as set forth in Captain Full em's report. Retirement Officer Caleb H. Bortle. Western District. Officer Caleb H. Bortle, Western District, having been surveyed by the Police Physicians and reported by them to be incapacitated for further police duty owing to the excessive use of intoxicating liquors, and he being eligible under the provisions of existing law to retirement on pay, the Board, by the vote as shown hereunder, ordered that the said Officer be placed on the retired list on one-half pay; said retirement to date from March 12,1903. The vote upon the retirement of Officer Bortle, as above, was, as follows:- President Upshur, Yea, Commissioner Morris, Yea, Commissioner Fowler, Yea. Medical Surveys George A.
