IMPORTANT.
Washington, December 27.
Official letters have been recently receiv-
ed from general Wilkinson and lieut. Shaw,
both at New-Orleans. Gen. Wilkinson
lias left the Sabine and gone to New-Or-
leans to defend that place. Colonel dish-
ing and the troops are marching after him
with all possible speed. General W. writes
that unless he is actually reinforced, New-
Orleans will certainly fall before colonel
Burr. An attack is also apprehended from
below. The letters came by water to 1
Charleston, and thence by land. They re-
fer to other letters not yet received, and
hence it is supposed either that the mail
has been stopped, or that some treacherous
postmaster opens all , suspicious letters. —
Gen. Wilkinson and lieut. Shaw give the

The inhabitants of Hayti had scarcely
thrown off the yoke of French tyranny,
v hen they have been obliged again to destroy

in ih-'ir own bosoms. At present, however,
all their cares are turned to the culture of
t'-u; e valuable productions which the mer-
chants of Europe seek at an immense ex-
pense in the remotest parts of the globe.
Out constancy has procured us in the great-
est uroui.iou, a suitable remuneration for
our 'severe labors. The riches of our soil
..(ier to your speculations the most profit-
able and happy perspective. Our stores full
of a»! the productions, of the Antilles, wait
or.ly for the arrival of your fleets to ex-
change liie manufactures we require, with
those you are desirous of obtaining. If a
system cor.trr.ry to the advancement of com-
merce has hitherto existed, that disastrous
iunVie.'/--e will now be done away. The de-
ceit has completely fai'ed. The phantom
has disappeared and with it have vanished
all the fatal illusions with which it was sur-
rounded. Far from placing any obstacles to
the freedom of comm.ice in our ports, the
new government offer to you greater advan-
tages than any other nation can afford. The
flags vou trade under will never be attended
to. The guarantee of youv property ;' your
personal safety. ;v\d the observance of the
rrfosj rigid justice, in our concerns, shall

National Debt.
The secretary of the treasury proposes'
converting the old six per cent, deferred,
and three per cent, stock, into a new six
per cent, stocks redeemable in f years, so as to
hasten the extinction of the public debt.
Should this plan be sanctioned by law, the
following will be theannual payments upon
the debt, from the year 1809, wif.il the
whole is discharged :-

dollars which is never redeemable in its pre-
sent shape, and the interest on which,
570,583 dollars 25 cents must be paid an-
nually ever hereafter :

Anecdote of the archduke Charles and ge-
ral Mcrtau.
When the archduke Charles was on his
way from Bohemia to take the command of
the army of Germany, as he approached the
s e ie Of action he fell in with a number of
wounded abandoned by their companions on
toe road for want of horses to draw the car-
riages in their retreat. The prince immedi-
ately ordered the horses to be unharnessed
from several pieces of cannon thai were al-
ready retreating, saying that these brave
men were better worth saving than a few
cannon. When general Moreau heard of this
benevolent act, he ordered the cannon to be
restored, observing, that he would take no
cannon that had been abandoned from such
humane motives,

o'clock every day in tile week, Saturday ex"
ccpted, and, with a favorable wind, will arrive
at the Court-House. Point in five hours, at any
rate in the courseof the same day—where good
stages, with careful and experienced drivers,
are provided i'or the conveyance of passengers
to New-Castle, A Packet will leave New-
Castle, for Philadelphia, immediately after tires
arrival of the passengers, which, with a favora-
ble wind, will arrive in three hours and a half _

cessary delay shall take place, to prevent ex-
pediting the trip.
A Packet will leave Paul Beck's wharf, the
next below Market street wharf in Philadel-
phia, for New-Castle, every day in the wuek,
Saturday excepted, and, on the arrival of
passengers at New-Castle, they will be imme-
diately sent on to . the Court-House Point,

1 he importance of thus shortening the dis-
tance on the Elk-River, must be obvious to)
every traveller.
The subscribers think it almost unnecessa-
ry to make any comments on the advantages'
of this line, over every other yet established—
they flatter themseVes that their packets -wily
be found superior, in point of accommodations
and sailing, to any others in the United States.*
The four packets in the Ghesa] eake Bay, are>
commanded by the four old captains that for-
merly sailed in tne French-Town packets, vi z_
Trippe, Taylor, Ferguson and Owens, who
are all interested ; and those in the Delaware!
are commanded by careful and experienced
men. The road from the Couvt-Honse Point
to N»w-Castle, is through a beautiful '.eve?
country, andean be travelled at all seasons of
the year in four hours or less. Passengers?
travelling by this route, can frequently' be
landed in either Philadelphia or Baltimore, on
the night of the same day that they leav«i
either place.
It may not be amiss to inform those unac-
quainted with this route, that a packet Uft
Philadelphia on Sunday last, and arrived at
New-Castle in three hours & twenty minutes ;
the passengers were conveyed from Uience to>
the Court-House Point, in four hours ; ami
had they been disposed to come on to Balti-
more, they could easily have arrived there in
five hours—making the passage through in
twelve hours and twenty minutss. It is not to.
b,e expected that impossibilities can be per-
formed—such passages can only be made when
the wind is favorable. They have aiso provid-
ed waggons for the conveyance of goods tnj
and from New-Castle & the Court-House Point 5
and can always deliver them either in Philadel-
phia or Baltimore as soon at any line of packets.
The subscribers do not wish to underrate any
other establishment of this kind; their only
wish is to do justice to their own—and by
their assiduity and attention, to merit a share
