can primers received 3Testerday. Meetings
have takeh place in m >st ui toe principal
towns upon the affair between the Chesa-
peake and Leopard. The resolutions of
these assemblies 'are nidiked with all the
violence, intemperance, and the fury of
invective, which might have lit en expect-
ed. Tlie pilots have been recalled from the
British squadron, all communication w;:s
stopped, and no supplies whatever were al-
lowed to be sent, to it. As a matter of t'.i-
vor and indulgence, the British consul had
obtained permission to communicate with
the ships of war ; but it was resolved should
any British officer come ashore, except in a
flag of truce, he should be made prisoner.
If all this be not downright, uricj-Uaii d
hostility, we know not what acts are to be
51 interpreted. What kind of government
must that be in which the executive power,
from fear or incompetence, cannot, or durst
net, control the tumultuous re-olves of a - -
olent and ignorant mnb > It the p ipuluce of
America aie to take the law into their own
hands, on occasions like this, and give the
tone to the governm-at, the maintenance of
the customary relations with the United
States will be al a'ost impossible. Suppose
the inhabitants of the British empire were
to imitate the example of these frantic
m..'Brings, and cut off .ill supplies from the
littmerbuS American vessels (nearly 1000 we
Understand) now in our ports. 1 there
not here an ample field for retaliation r
But this is an ;>i".i which possibly never en-
tered the wise heads of the Cramers of these
resolutions, or if it did. was studiously hid
fn m the deluded and. unthinking multitude,
whom they are goading into war, to gratify
their private passions and interests. We
shall be surprised if this popular frenzy
among the Americans endure lor any time.
It is too rash, too hasty, too unadvised, to
last long. It has no fair or real foundation.
The people of that country do not appear
to have been in possession of the real state
of the case. The agitators have suppressed
on the part of Prussia, field marshal count
Kalkreuth and the count d<- Goliz.
Aiier such events as these, one cannot
but smile when the great Biiiish expedition
is mentioned, and at the new frenzy which
animates the king of Sweden. Besides we
may remark, that the army of observati >n,
bet .teen the Elbe and the Oder, is 70,000
stroiv, exclusive of the grand army, with-
out nc'uding the Spanish divisions, which
are now upon the Oder also. It ivas there-
fore necessary for Britan to have brought
her whole force together, her soldiers, her
volunteers, her fencibles, &c. in order to
have made a diversion of any interest. But
when ¦¦ e take in our account, that England
under the present circumstances, has sent
fiooo men to E/ypt only to be slaughtered
by the Arabians, and 7000 rrien to the Spa-
nish West Indies, we can al ne feel sent1,
ments of pity for the extra a,.;aut avarice
with which the cabinet is tormented.
The peace of Tilsit put an end to the
operations of the army ; notwithstanding
this, all the Prussian coasts and ports will
be shut against the British ; and it is proba-
ble that the continental blockade will not
prove a mere sound.
The Porte is included in the treaty. The
revolution which lately occurred in Can.
slantinople" as an antichristian revolution,
which has nothing in common ivith the p -
licy of Europe.
Tiie adjutant-commandant Guilleminot is
gone to Bessarabia, where he will commu-
nicate to the grand vizier the intelligence of
the peace, and the liberty given to the Porte
to take part in it, as well as of (he condi-
tions of the treaty in which the Porte is in-
terested.

in which they will discuss this subject, and
Jiot to the foolish and intemperate re.olutions

Konigsberg July 18,
The emperors of France and Russia, af-
ter'io days residence at Tilsit, •¦ here the im-
perial palaces were in the same street, and
at no great distance, took leave of each
other with the greatest cordiality, at three
o'clock in the afternoon of the yth. The
journal which contains an account of what
passed between them, will be very interest-
ing to both nations.
At half past 4, the emperor Napoleon,
having received a visit from the king of
Prussia, who came to take his leave, set out
for K'jnii'sber >\ where he arrived at ten at
nigbt. The king of Prussia went t > Merflel.
Yesterday the emperor Nap leon inspect-
ed the port of Konigsberg, in a boat manned
by the imperial guard. To-day his majesty
will review marshal Soult's corps, and at 2
o'clock to-morrow, he will set out for
Dresden.
The number of Russians killed in the
battle of Fticdlamd, amounts to 17,50a, the
prisoners to 40.000- 18 000 of whom have
already passed through Konigsberg. 7000
remain sick in the hospitals, and the
rest have been conducted to Tin.rn and
"Warsaw. Orders have been issued to send
them home to Russia without delay ; 7000
have already returned again to Konigsberg.
Those in France are to be formed into pro-
vist >nal regiments. The emperor has or-
dered them to be clothed and armed.
The ratifications et the treaty of peace
between France and Ru-sia were exchanged
at Tilsit on the 9th. Tiie ratifications of
the treaty of peace between Fiance & Prus-

negociations, were, on the part of France,
