D' Auvergne, (first of this ship) on that service. At two P. M. the deputation returned with the articles of capitulation, which I imme- diately ratified. But however violent and relentless the fu- ry of a few disaffected and misguided citi- zens ; however disposed impartial observers of their conduct may be to censure in tiie severest terms, every man acquainted with the frisks and vagaries of a mob, mibt feel Satisfied under the assurance that when rea- son shall resume her influence, and sober re- flection succeed the violence of tne inoinem, peace and good order will be restored, and the offended laws of our country be amply gratified. An important principle, worthy the serious consideration of every good ci tizen, inust and nvitt be decided, that there resides somewhere, a power to guard against the dangerous consequences of an unlawful assemblage of-factious citizens, and to take proper precautionary measures- to preserve the peace and quiet of the city. It there is a doubt entertained in the breast of a honest, well disposed citizen, let him be convinced, and let the law work thut con- viction, that the will of a senseless, head- strong mob, is not paramount to law and every other authority. A REPUBLICAN. Extract of a letter from IPashington, receiv- ed at Philadelphia. ' It. may give your readers pleasure to have it ascertained that admiral Berkeley is recalled. It is a fact that Mr. Erskme has received a letter from the admiral informing him of his being recalled; not owing he says to our dispatches by the Revenge, for that the vessel which brought the order piss- ed the Revenge on her voyage—ihis looks well—it seems that the British minister viewed the conduct of admiral Berkely with the same detestation that every honest man of every Cuuntry must feel on the occa- sion." The Francis Freeling, British Packet, which takes the November mail to Falmouth, and was to have sailed on Thursday last, is still detained for the minister's dispatches— These are expected this day by the mail fr.-rn the southward.
